So, is the WhatsApp Business API free?
No, not in practice. Meta does not charge a licence fee to use the WhatsApp Business Platform, but it charges per message for most business-initiated messages, and you need software to use the API day to day. A free-looking plan usually still leaves you paying Meta for the messages you send.
What costs what

|---|---|---|
| Access to the Cloud API | Meta | No licence fee |
| Service messages (free-form replies inside the 24-hour window) | Meta | Free until 30 Sep 2026. From 1 Oct 2026, providers report the first 1,000 per phone number each month are free and the rest are billed |
| Marketing template messages | Meta, per message | Paid |
| Utility template messages (order updates, reminders) | Meta, per message | Paid outside the window. Inside the window: free until 30 Sep 2026, and reported as billable again from 1 Oct 2026 |

Based on Meta's developer documentation and provider announcements, checked 11 October 2026. Meta changes rules and rate cards periodically, so confirm on Meta's own pricing page or in your Business Manager.
How are message fees decided?
Since July 2025, Meta bills per delivered message rather than per 24-hour conversation, and the rate depends on the message category and the destination country. India has its own rate card in rupees, and Meta announced that businesses billed in India move to INR billing, with migration needed by the end of 2026. Because rates and rules change, do not rely on a number you saw in a blog post, including ours: check Meta's current rate card.
What changed on 1 October 2026. Several providers, including Wati in its support documentation and AiSensy on its pricing page, state that from 1 October 2026 Meta bills service messages (the free-form replies you send inside the 24-hour window, free since November 2024) after the first 1,000 per phone number each month, and that utility templates sent inside the window, free since July 2025, become billable again. Conversations that start from Click-to-WhatsApp ads keep a free window. When we read Meta's own developer pricing pages on 11 October 2026 they had not yet shown this change and still listed in-window service and utility messages as free, so check Meta's pricing page or your Business Manager rate card before you budget. We will update this page when Meta's documentation does.
What do platforms charge on top?
Platforms charge for the software, and some also add a markup to Meta's per-message fees. That markup is the part many buyers miss, because the plan price looks small and the real cost shows up in the broadcast month. When you compare quotes, ask for the all-in cost per marketing message and per utility message, and whether Meta's fee is passed through at the exact published rate. InboxWA passes Meta's rate through with no markup and charges a flat platform fee; see the zero-markup WhatsApp API comparison and the full India pricing breakdown.
Is the free WhatsApp Business app a substitute?
The WhatsApp Business app is free and fine for a solo operator with a few chats a day. It has no real shared inbox, no automation at scale and tight broadcast limits. The difference and the upgrade point are covered in WhatsApp Business app vs API.
How do I estimate my own bill?
Multiply your monthly marketing and utility message counts by Meta's current rates for India, add GST, then add the platform fee. The WhatsApp API pricing calculator does this for you, and the pricing page shows our plans.
Frequently asked questions
Is the WhatsApp Business API free to use?
There is no licence fee for the Cloud API itself, but Meta charges per message for marketing, authentication and utility templates sent outside the customer window, and you need a platform to use it day to day. Replies inside the 24-hour window were free until 30 September 2026; providers report that from 1 October 2026 they are billed after the first 1,000 per phone number each month.
Is the WhatsApp Business app the same as the API?
No. The app is free and built for one phone and small volumes. The API is for teams, automation and scale, and has per-message fees. See the app vs API guide for the difference.
Why do some platforms look cheaper than they are?
Some add a markup to Meta's per-message fees, so the cost grows with the number of messages you send. Always ask for the all-in cost per message.
Where do I see Meta's current WhatsApp rates for India?
On Meta's WhatsApp Business Platform pricing page, which has a downloadable INR rate card. Rates change, so check it directly before you budget.
